Personnel Classifications

ULM offers many different personnel classifications.

Field Operations Supervisor (FOS)

The Field Operations Supervisor position is providing administrative supervision of the Contractor’s personnel and support to the Company’s personnel. The contractor’s Field Operations Supervisor shall be the single point of contact to SCE personnel regarding contractual issues. 

Site Rep Assistant

Site Rep Assistant will work in the field under the direct supervision of a Site Rep 1, 2, or 3. The contractor will ensure that an FOS evaluates the individual performing this work monthly and advises SCE of any problems or concerns about the Site Rep Assistant’s services. 

Limited Site Rep

Limited site reps are assigned to a single discipline, small contracts with minimal impacts, or exposure to SCE. When doing these types of projects, this individual is the single point of contact between the onsite construction Contractor and the SC&M PM. On large and complex projects, limited site reps work under the direction of a Site Rep 1, 2, or 3. He/she will be expected to assist Site Rep in all daily duties for the project. The FOS shall have overall responsibility for providing, coordinating, and documenting all training for assigned individuals.

Site Rep 1

Site Rep 1 is assigned to various types of projects (civil, electrical, wiring, and grading construction) throughout the SCE territory. He/she is responsible for understanding, administering, and managing a Contract between SCE and the Contractor. This individual is the single point of contact between the onsite construction Contractor and the SC&M PM. The individual coordinates and works closely with various SCE stakeholders for the project. 

Site Rep 2

Site Rep 2 must be technically proficient and have documented proficiency (CSR evaluations) in managing multiple disciplines (Civil, Electrical, Wiring, and Grading Construction) and SAP’s on large scale projects. This individual must have a strong working knowledge of all substation construction and construction management procedures, policies, standards, and specs.

Site Rep 3

This position manages sensitive, multiple disciplines, major/complex long-term projects. The duties are the same as Site Rep 1 and 2, but also, Site Rep 3 may be tasked with providing a full range of construction management services, including quality control and planning.

This individual must have a strong working knowledge of all substation construction and construction management procedures, policies, standards, and specs.

NERC CIP Observer

This position is assigned to a project and is responsible for observing Contractors working in a NERC/CIP facility for compliance purposes. On certain projects, he/she is assigned and work closely with a Site Rep 1, 2, or 3 who requires additional support onsite to support work taking place in a NERC CIP facility. 

Quality Specialist 1

The Manager of Quality Management or a Quality Management Lead shall provide this position’s assignments to the Contractor. This position performs QC inspections and audits on assigned substation construction projects following established standards, plans, and procedures.

Quality Specialist 2

The Manager of Quality Management provides this position’s assignments to the Contractor. This position performs QC inspections and audits for multiple disciplines on substation construction projects. This position develops new or improved methods for the analysis, interpretation, and/or acceptance of existing construction methods and standards. 

Quality Specialist 3

The Manager of Quality Management provides this position’s assignments to the Contractor. This position assists in the development and implementation of new standards, procedures, manuals, and helps coordinate QA/QC functions. This position will act as a lead and manage multiple Quality Specialists assigned to various substation construction projects. This position’s assignments may include representing Edison’s Substation Construction & Maintenance organization in both internal and external reviews of Quality Management processes and procedures. 

Construction Material Coordinator 1

Works closely with Material Operations supervision, Material Program Contract Managers (MPC2s), and other material support personnel to facilitate the staging and delivery of material to meet SC&M project and maintenance schedules.  

Construction Material Coordinator 2

Works closely with Material Operations supervision, Material Program Contract Managers (MPC2s), and other material support personnel to facilitate the requisitioning, staging, and logistics of material to meet SC&M project and maintenance schedules. 

Construction Material Coordinator 3

Works closely with Material Operations supervision, Material Program Contract Managers (MPC2s), and other material support personnel to facilitate the requisitioning, staging, and logistics of material to meet SC&M project and maintenance schedules. 

Program/Project Analyst 2

The Substation Construction & Maintenance (SC&M) Program/Project Analyst is responsible for supporting multiple project managers with oversight to approximately 10-15 projects at any given time. This individual works throughout the Edison service territory to provide administrative field support to the Project Managers and Planners, and assistance as needed in support of job walks, bid walks, preconstruction meetings, planning meetings, workload assessments and engineering job walks.

Program/Project Analyst 3

The Substation Construction & Maintenance (SC&M) Program/Project Analyst is responsible for supporting multiple project managers with oversight to approximately 10-15 projects at any given time. This individual works throughout the Edison service territory to provide administrative field support to the Project Managers and Planners, and assistance as needed in support of job walks, bid walks, preconstruction meetings, planning meetings, workload assessments and engineering job walks.

Supervisor

The classification of Supervisor shall be a fixed overhead cost for the Contractor and shall include the cost of providing qualified individuals. The Supervisor position shall manage the Contractor’s personnel and provide administrative supervision and support. This position will be the single point of contact between Contractor’s personnel and Edison management regarding job assignment, contractual and personnel issues, and other issues as required.  

Technical Specialist 1

Works with the SP3 group to update or develop SSI bulletins by going out to the field to review and document any changes made within the substation. Assures that the equipment, labeling, and bulletins all accurately reflect the proper way to operate the equipment within the substation.

Technical Specialist 2

Works with the SP3 group to update or develop SSI bulletins by going out to the field to review and document any changes made within the substation. Assures that the equipment, labeling, and bulletins all accurately reflect the proper way to operate the equipment within the substation.

Technical Specialist 3

Works with the SP3 group to update or develop SSI bulletins by going out to the field to review and document any changes made within the substation. Assures that the equipment, labeling, and bulletins all accurately reflect the proper way to operate the equipment within the substation.

Start-up Engineer

This position is responsible for the analysis and approval of commissioning documentation associated with substation equipment, protective relay test plans, and relay settings. This position performs the turnover of electrical design modifications and or additions including specific projects such as substation retrofits and new substations installations per SCE’s Maintenance Inspection Manual (MIM).

Project Manager 1

The Substation Construction & Maintenance (SC&M) Project Manager 1 is responsible for supporting multiple projects with oversight. Project Manager 1 works throughout the Edison service territory to provide capital project management support to the Test, Maintenance, and Operations. The AOR designee within SC&M shall provide this position’s assignments to the Contractor.

Project Manager 2

The Substation Construction & Maintenance (SC&M) Project manager 2 is responsible for supporting multiple projects with oversight. The candidate works throughout the Edison service territory to provide capital project management support to the Test, Maintenance, and Operations. The AOR designee within SC&M shall provide this position’s assignments to the Contractor.

Project Manager 3

The Substation Construction & Maintenance (SC&M) Project manager 3 is responsible for supporting multiple projects of size and scope with oversight. The candidate works throughout the Edison service territory to provide capital project management support to the Test, Maintenance, and Operations. The AOR designee within SC&M shall provide this position’s assignments to the Contractor.

Planner 1

Works closely with supervision, Project Managers, other Planners, and Analysts primarily in a Planner support role, working towards obtaining new skills and experiences such as Performing Planning, and Site Representative duties, within their respective background, on moderately complex projects utilizing newly developed skills, experiences, and equipment. A Planner 1 role is designed to acclimate the individual to basic Construction Management functions and develop the individual’s skill set.

Planner 2

Works closely with supervision, Project Managers, Analysts, and other Planners, performing typical Planner duties, utilizing all previously developed skills, experiences, and equipment. Candidates for this classification are subject to the review and approval of Edison’s Manager of Construction Planning or his designee.

Technical Aide / Organization Analyst

This is a support position for the organization, project, or given region. The Technical Aide/Organization Analyst supports departmental objectives, strategies, and initiatives. This is done through data analysis, compilation, research, and interpretation, and entry.

This position will also assist in developing inter-departmental processes, maintaining and updating process documents, and providing solutions for departmental process sustainability. Other key functions of this position are administrative support in the development, and presentation of business plans/business cases. Administrative support in managing processes, and organizational functions, and support at management’s discretion.
